    Participation: Building perspectives

The paper also divides the functions of participation into instrumental, political, and psychological. The paper ends with a cost and benefit analysis of participation, noting that while participatory processes can improve project quality, effectiveness, and sustainability, they also incur costs like relinquishing control, supervision, and time burdens.
