It began with a Community Health Programme and expanded into areas like sanitation, forestry, and women’s empowerment. However, many programmes lack integration, and social aspects like participation and empowerment are weak. Projects often run in isolation, and community involvement is limited. Institutional clarity, coordination, and planning mechanisms remain underdeveloped.The Rural Development Agency (RDA) is a non governmental organisation started in 1986 by a group of individuals concerned about the rapidly deteriorating environmental condition of the Central Himalayas and of its people. The functional head quarter was established in Nainital district. RDA's aim was to improve the eco-system in the Central Himalayan region through a focus on environment and health, thereby improving the quality of life and make the people of the area self reliant.
