The Logical Framework is a structured tool to plan, implement, and evaluate development projects. It consists of four main levels: Goal, Purpose, Outputs, and Inputs, each linked with specific, measurable indicators. Baseline data helps track progress, while assumptions account for external risks. Effective project planning is iterative and inclusive of gender-sensitive analysis.
It is important to remember that planning a project should not be the task of the project manager or organizations staff alone. In addition to their participation in nee assessment, the intended beneficiaries of the project should continue to be involved ... the planning stage. This will ensure that activities, resources, schedules, and expectations are realistic and appropriate for the local community. Again it is important to ensure that local women as well as men are involved in the planning.
