Abstract
The World Bank's policy on Participation was announced in September 1994, with the publication of its report The World Bank and Participation. Subsequently, the NGO Working Group (NGO WG) on the World Bank, at its annual meeting in October 1995, decided to focus on the World Bank's Participation policy in a concerted manner and a Sub-Group on Participation was formed. The purpose of this Sub-Group was to:
-Monitor and influence effective implementation of the Bank's policy and practice of Participation: and
-Promote wider and deeper involvement of civil society actors in the Bank's participatory development efforts.
Description
The 1997 Addis Ababa workshop aimed to develop a participatory framework centered on primary stakeholders in World Bank projects and policies. It emphasized real-time monitoring, capacity building, and stakeholder differentiation. The initiative identified projects across regions, focusing on participatory practices, especially among the poor and marginalized. Key outcomes included a revised definition of participation and the need for institutional reform and empowerment.
