Abstract
The workshop was attended by 21 people (see Appendix 1). They included the NZ NGOs involved in the PIA pilot programme, other Block Grant agencies, members of the VASS PSC and the NZAID NGO Programme Manager. The objective of the workshop was to review the two-year PIA pilot programme, draw together salient lessons from it and consider the implications for NGOs, the VASS and NZAID. The workshop was facilitated by Rajesh Tandon, Marion Quinn and Kevin Clark. The workshop programme is included in Appendix 2.
Description
Rajesh reflected on the success of the VASS PIA pilot programme, emphasizing its transformation from a trial initiative to a proven, impactful approach. He highlighted the need to train both agency staff and communities in participatory methods. The programme fostered strong partnerships, built capacity, and gained international recognition. Global trends now reflect greater interest in participation, impact assessment, and local governance. The VASS experience is seen as a model for participatory development across countries.
