Abstract
All project activities shall be subject to the Agreement on Cooperation concluded between IIZ/DW and partner organization and the mutually approved Project Budget. Partner organization may not deviate from the stipulations and provisions of these binding documents without seeking prior approval by IIZ/DW.

This document establishes the framework for cooperation between IIZ/DVV and its partner organizations, based on a formal Cooperation Agreement and mutually approved Project Budget. It defines the fiscal year, fund‑transfer procedures, and stringent requirements for financial documentation, currency exchange, and expenditure verification. It details reporting obligations—including financial, accounting (full or simplified), and project‑activity reports and outlines audit rights and third‑party fund management. The guidelines also prescribe amendment/termination processes and ensure transparency, accountability, and alignment with both parties’ objectives.
