Abstract

The "why" issue is important to define the key reasons for evaluation which then would have ramifications for the "what" question. Do we want to evaluate a project because we need to fulfil certain donor conditionalities? Or do we do it because it may lead to project extension and further donor support? Or do we want to do it because the planners are interested to see in what way the project is impacting on the poor? Or do we want to evaluate the project to learn lessons from it, so that further replication or design of future similar projects may benefit from it? Or do we want to include all or some of the above?

Description

Evaluation management is guided by four key questions: why, what, who, and how. The "why" defines the purpose like donor requirements, project impact, or future planning. This shapes the "what", i.e., the specific objectives of the evaluation. The "who" addresses who conducts it external experts, internal staff, or even beneficiaries. The "how" focuses on choosing the right methods like case studies or experimental designs.
