This study analyzes barriers to educational reform in Arab schools in Israel, highlighting psychological, organizational, communication, and social obstacles. Through a collaborative action-research program involving teachers, principals, parents, and researchers, it emphasizes self-directed change via training, problem-solving workshops, and community involvement, resulting in improved teacher motivation, pupil achievement, and school climate.
