Abstract
This paper begins by explaining and clarifying the concept of evaluation as a process and is of the view that evaluation changes from a complicated generality into clear and achievable goals if broken down into logical steps. It lists the steps as Reaction, Learning, Behaviour, and Results, and then describes them in detail. The latter part of the paper is devoted to quantitative approaches for measuring training results like data collection methods.
