Developing an Evaluation Plan

Abstract

Planning, conducting, and following up on evaluations in development work. It prompts reflection on purpose, stakeholders, methods, resources, team composition, and timing. It also stresses inclusive planning, clear terms of reference, and addressing constraints and conflicts. Evaluation of the evaluation process itself is encouraged for learning and accountability.
