dc.description.abstractIt is important to situate this article within the critical historical period in which we are now living. The fact that we have such terms as "the new international order" is evidence that there is nearly universal agreement that the fabric of the international economic system and its corresponding market mechanisms have reached a state of severe disrepair. It is worth noting that the official statements from agencies like the World Bank, Unesco and FAO are as stark and foreboding as the most radical papers of ten or fifteen years ago.
