The workshop aimed to explore monitoring and evaluation (M&E) challenges among European development actors and prepare a unified stance for an international conference. Participants engaged in plenaries and group discussions focused on M&E scope, methods, and actor-specific strategies. Core issues included rigid frameworks, donor pressure, NGO roles, and the tension between accountability and learning. Emphasis was placed on adapting M&E to embrace complexity, unintended outcomes, and authentic community learning.
Each day of the workshop was framed around a plenary session, followed by discussion groups which then reported back in plenary. On the first day the discussion groups were asked to report back on key challenges facing European development actors around the scope of monitoring and evaluation. On the second day, the focus shifted to challenges around the methods of monitoring and evaluation. On the third day, participants were put in groups according to the type of actor (bilateral donors, NGO donor/partners etc.) and asked to put forward positive steps they could take to respond to some of the challenges. The discussion groups were left quite open. For INTRAC, this was important to ensure that it did not steer the agenda from its own perspective but allowed an opportunity for participants to bring forward the issues they faced within their work. The feedback from participants suggested that this was the cause of some frustration as participants were keen to have more positive suggestions and details of new methods and approaches.
