Item Evaluation Capacity Development - Institutionalization of Monitoring and Evaluation Systems to Improve Public Sector Management(Operations Evaluation Department, 2006-01-26) Mackay, KeithThere is a growing appreciation within the development community that an important aspect of public sector management is the existence of a results or performance orientation in government. Such an orientation in effect, an 'evaluation culture is considered to be one avenue for improving the performance of a government, in terms of the quality, quality and targeting of the goods and services which the state produces. In support of this objective, a number of countries are working to ensure a results orientation through building or strengthening their monitoring and evaluation (M&E) systems. The focus here is on governments, although civil society organizations evaluation societies, universities, and non-government organizations (NGOs) such as national also have a role to play. International donors are key stakeholders in country efforts to institutionalize evaluation; these donors support such efforts partly for altruistic purposes and partly to support their own, increasing emphasis on measuring and managing for results.
